Rufus Grantham

Living Places is a social enterprise established in 2023, focused on unlocking the delivery and funding of scaled place-based decarbonisation by providing consultancy services to the public sector. Recent and current clients include DESNZ, the Greater South Eastern Net Zero Hub, Bristol CC, London Councils, West Midlands CA, York& North Yorkshire CA, Greater Manchester CA, Glasgow CC and the Edinburgh City Region.

Rufus leads Living Places’ work on innovative finance for climate and energy transition. He holds strategic roles across multiple pieces of work in the Local Net Zero Accelerator (LNZA) programme, including developing a blended finance fund for the West Midlands, a delivery mechanism for York & North Yorkshire and advising all the combined authorities in the programme on place-based investment strategies.

Rufus has focused on the funding of place-based decarbonisation for the last six years (previously at BwB), applying a prior 23-year career in mainstream investment finance. He created the Net Zero Neighbourhood approach, a model for combining public and private capital into the decarbonisation of place, has worked with a range of local and Combined Authorities in the UK and cities across Europe and was seconded into the DESNZ Local Net Zero team as a Blended Finance Expert applying blended finance structures to local areas.
